Is it OK to hold dry ice in a thermos cup with a stainless steel liner? Is it the same as a dry ice bucket?

Can not.

Ordinary stainless steel vacuum flasks do not have a pressure relief position (the lid is tight and does not leak), and the lid may be damaged when the gas evaporates.

In fact, just find a leaky cup lid (the cup is not tightly covered), and the effect is better than the dry ice bucket.

Dry ice vaporizes even in a thermos, creating pressure. Ordinary thermos cups can't withstand such a lot of pressure. Likely to explode.
